Counts non-whitespace Unicode code points, including punctuation. Combining marks and emoji sequences can count as multiple points. Interpret the result using the delivery specification and actual reading flow.

Adds or subtracts a constant number of milliseconds. This does not convert frame rates or repair an entire subtitle file.
